He has amassed more than 700 appearances and competed in 11 seasons in the English Premier Ice Hockey League with clubs including the Bracknell Bees, Manchester Phoenix and Basingstoke Bison.
He Stars recruited Graham to add experience on the ice and within the coaching and management set-up.
Graham said: “I’m excited and looking forward to challenge ahead with the Stars this season and I hope I can bring the club the success it deserves.
“The season will certainly be unlike most with the current situation and likely delays. However, I am sure once we get going and come together, we can start to grow towards what we’re aiming for.”
Birrell said: “Carl is an experienced D-Man who has had an excellent career.
“He is highly respected in the game and will provide us with experience, quality and leadership.
“Carl is a great competitor and will add some real strength to our defence. He will also help develop our younger players.
“Having a player assistant coach will provide us with leadership both on the bench and the ice.”
